No. Strap and buckle fittings differ between manufacturers and often between models from the same manufacturer. Some of what is here is model specific. Check the product page for the fins a strap is made for, and if it is not clear, bring your fins into the shop and we will try them against it.
They are different rather than automatically better. A spring or bungee strap is a fixed length, so there is no buckle to adjust in the water and less to snag, and getting in and out is quick. A rubber strap is adjustable, which helps if the same fins go over different boots. Plenty of divers are perfectly happy on rubber.
Length depends on the fin foot pocket and on what you wear on your feet, since a drysuit boot takes up considerably more room than a thin bootie. Manufacturers publish sizing for their own models, so check the manufacturer specification, or come in with your fins and your boots and we will size them properly.
